My son LOVES the Where's Waldo? series of books and wanted to be Waldo for Halloween 2 years ago.
All you have to do is find or make a red and white striped shirt (we made it from flannel), blue jeans, a white knit ski hat with a red border on the bottom (easily done with a glue gun and some red felt) and a big red pom pom on top, a pair of round glasses (like Harry Potter's), and a brown walking cane!
It was so cute! The walking cane was a bit hard to find, everyone has Christmas stuff out this time of year (already!) so what we did was bought a plastic candy cane (the kind you put in your yard) and spray painted it brown!
It was a SMASH hit! Everyone loved it...

Another Idea
My costume idea is Where is Waldo? Just have at least 6 or seven people in striped shirts or glasses or holding a cane, one dressed as a wizard. Then one boy dresses as Waldo with striped shirt, glasses cane, the whole bit, and there you have it!
